Manuscript, in multiple hands, of a collection of entries concerning the regulation of the circulating library. The volume begins with proposals for amendments to the existing regulations; each entry is signed and dated by its proposer, and marked "admitted" or "rejected." Proposals for regulations of the library concern members' access to the library; how to care for books; rules for taking out and returning books; fines for late books; and purchasing globes and rare books for the library. The manuscript also includes proposals for new members; and, dos-a-dos; a list of proposed books with their titles, prices, and name of their proposer. These books include memoirs; scientific works; plays; poems; novels; religious moral works; and histories. Among the members listed are Charles Wellbeloved; Samuel Tuke; Sir Mark Masterman Sykes, 3rd bart.; and Sydney Smith.

English bibliophile, picture collector, and member of Parliament for Sledmore in Yorkshire where his estate was located. Sykes' library was considered one of the finest in England and was especially strong in early printed editions of the Greek and Roman classics, incunables, and 16th century English poetry.
